The evidence problem

Every trust and integrated care board submits an annual EPRR Core Standards self-assessment, and the training and exercising domain is where evidence is thinnest. Attendance at a study day is not the same as a commander having exercised a role and had the performance recorded.

The Minimum Occupational Standards for EPRR expect every on-call commander to have a personal development plan with evidence against the standards for their level. For an on-call rota of thirty people, that is thirty plans to keep current.

Live exercises happen once or twice a year and involve a fraction of the rota. The rest of the year the evidence gap grows, and the return is assembled from what can be found in the weeks before the deadline.
